REQUEST FOR QUOTATION FOR PRODUCTION OF A SHORT NARRATIVE FILM

BRIEF

SCOPE OF SERVICES, EXPECTED OUTPUTS AND TARGET COMPLETION

Scope:

CMHC requires the production of: a) One 10-minute short narrative film based on the lived experience of a South Asian Canadian. b) One 30-sec trailer of the film.

Technical Specification:

  1. Language – English; English subtitles if needed
  2. Shooting format – 1080p HD
  3. Post Production – Professional grade editing, colouring
  4. Music – Do not allow copy right tracks

Roles and responsibilities:

  • Develop film’s story and script based on the lived experience of a South Asian Canadian
  • Put together the film team including actors
  • Perform the film shoot
  • Edit the video footage together with video and audio production, graphic designing, colour correction, music and all aspects required in the production of final film
  • Provide raw footage to CMHC in a format that can be edited and re-used. CMHC reserves the rights on all information pertaining to this project (documentary, audio, digital, cyber, project documents, etc), which the filmmaking firm may come into contact with in the performance of duties under this project. It shall strictly remain the property of the CMHC who shall have exclusive rights over its use. Except for purposes of this assignment, the information shall not be disclosed to the public nor used in any other form, without written consent of the CMHC.
  • The film should not infringe any rights, patent, design, trade-name or trade-mark.
  • All rights will remain with CMHC in the whole universe till perpetuity.
  • The Supplier shall not advertise or otherwise make public that it is furnishing goods or services to CMHC without specific permission of CMHC in each instance.

Expected Outputs & Target Completion:

1. Deliverable – Submission and approval of story board and script

1. Target Date: Within 15 days of signing the contract

1. Payment Schedule: 20%

2. Deliverable – Submission and approval of edited video recording of the film.

2. Target Date – Within 30 working days upon signing the contract.

2. Payment Schedule – 40%

3. Deliverable – Submission of data files, the complete film, approval of the complete film and one trailer.

3. Target Date – Within 40 days of signing the contract.

3. Payment Schedule – 40%

B. COMPANY EXPERIENCE AND REQUIREMENTS:

The production company will be required to have;

  • At least 2 years of experience working in similar field.
  • Evidence of having facilitated/ performed similar assignments. Submit few video clips or list of links to their production along with the quotation
  • Excellent technical capacities (e.g. state of art filming equipment) to ensure high-quality production.

C. GUIDANCE FOR OVERALL CONCEPT AND SCENARIO:

Target audience:

Ethnically diverse Canadians of high school and above age.

Objective of the film:

People with lived experiences deeply understand the realities of the issue. Their stories and experiences serve as powerful tools for building awareness, disrupting existing biases, and clarifying a community’s understanding of the root causes and scope of racism and discrimination.

Concept:

The narrative short film set in 1970s will be based on the incidents in the life of a South Asian Canadian. Details will be shared with the winning company.
